Why this matters
The UK private-hire industry is regulated by local councils. To carry a passenger for hire and reward legally, an operator needs an operator's licence, each driver needs a private-hire vehicle (PHV) licence from their council, and each vehicle needs to be plated and insured for private hire. Operating without any of the three is a criminal offence — and a client who books an unlicensed operator invalidates their own travel insurance and any duty-of-care obligations.
Before booking any chauffeur company, ask for three pieces of evidence: the operator's licence number (from their local council), the driver's PHV badge number (always visible on their lanyard), and proof of private-hire insurance for the specific vehicle. Every one of those is publicly verifiable. R5 provides all three on request, for every booking.

Every driver should be wearing a private-hire badge (usually a visible lanyard) issued by their council. It shows the badge number, expiry date, and photo ID.

Every car is MOT-current, serviced on manufacturer schedule, and inspected annually by the council's licensing test centre. Records on file.
